Dependence of Kazakhstan’s budget on National Fund decreases

In the first quarter of 2018, the revenue part of the annual consolidated budget (CB) of Kazakhstan was executed by 24 percent –2.3 trillion tenges, which is 1.4 percent more compared to the same period of the previous year, the Association of Financiers of Kazakhstan (AFK) said in a message.

Tax revenues in the reporting period amounted to2.2 trillion tenges, executing the annual budget by 25.3 percent, and the tax revenues in the country’s National Fund amounted to 454.6 billion tenges.

Increase in tax revenues in the Design Bureau with a decrease in revenues to the National Fund may indicate a decreasing dependence of the budget on the oil sector, according to AFK.

Budget expenditures for the first quarter of 2018 amounted to 2.4 trillion tenges, executing the annual plan by 22.5 percent.

In the first quarter of 2017, the consolidated budget expenditures amounted to 2.1 trillion tenges.

In the structure of expenditures in the current year, 27 percent accounted for social assistance and provision (654 billion tenges), 17.5 percent (423 billion tenges) for education and 13.6 percent (328 billion tenges) for healthcare.

Debt servicing expenses amounted to 156.7 billion tenges out of 601.95 billion tenges, planned for 2018.

The deficit of the consolidated budget for the end of 2017 amounted to 2.2 trillion tenges (revenues were equal to 10.8 trillion tenges, expenses – 12.4 trillion tenges).

In 2017, 4.4 trillion tenges was transferred from the National Fund to the republican budget - 2.8 trillion tenges in the form of guaranteed transfers and 1.5 trillion tenges in the form of targeted transfers.

In 2018 the amount of the guaranteed transfer in the budget amounted to 2.6 trillion tenges, in 2019 - 2.3 trillion tenges.

Since 2020, the amount of guaranteed transfer to the republican budget will be fixed and amount to 2 trillion tenges. Meanwhile, in three months in 2018 transfers from the National Fund to the republican budget amounted to 794.6 billion tenges.
