Kazakhstan eyes legislative amendments to ensure radiation safety of population

Members of Majilis (lower house of Kazakhstan’s parliament) have approved a bill on amendments and additions to some legislative acts on the use of atomic energy, Trend reports citing Kazakhstan’s Ministry of Energy.

Kazakhstan’s Energy Minister Nurlan Nogayev said that the purpose of the bill is to ensure the radiation safety of the population. The proposed amendments to the legislation are aimed at solving the issues of improving legal regulation in the field of radiation safety and the protection of public health.

To this end, the following amendments are proposed in the draft law:

• clarification of the terminology and conceptual apparatus in order to clearly interpret the norms of the Laws "On the Use of Atomic Energy" and "On the Radiation Safety of the Population";

• delimitation of powers and functions of state bodies for high-quality implementation of state policy in the field of radiation safety of the population, as well as avoiding duplication of powers;

• granting the right to personnel employed at nuclear facilities to re-pass certification in order to liberalize the procedures for passing knowledge testing;

• regulation of emergency preparedness and response to nuclear and radiation accidents during the transportation of nuclear materials, radioactive substances, and radioactive waste;

• re-examination of nuclear, radiation, nuclear security only in case of changes in systems, equipment, design and operational documentation of a nuclear installation;

• optimization of public services in the field of atomic energy use, which will ensure the principle of “one application”.

The bill has been sent for consideration to the Senate (upper house of the Parliament) of Kazakhstan.
