Kazakhstan reveals diesel fuel deficit reasons

The deficit of diesel fuel in the third and fourth quarters of this year in Kazakhstan arose due to abnormally high consumption in certain regions of the country and overflows, Board Chairman of KazMunayGas JSC (KMG) Daniyer Tiyesov said at a meeting with Energy Minister Magzum Mirzagaliyev, Trend reports citing the ministry.

According to Tiyesov, the abnormally high consumption in certain regions of the country and overflows was caused by the disparity in retail prices between Kazakhstan and neighboring countries.

The modernization of all three refineries carried out in 2017 makes it possible to fully provide the domestic market with petrochemicals. So, the country produces 4.96 million tons of gasoline, 5.14 million tons of diesel fuel and 623,000 tons of aviation fuel.

However, the situation with diesel this year was influenced by artificial price curbing, KazMunayGas said.

As an effective measure, the company proposed to introduce a requirement for the mandatory equipping of all oil depots and fuel-filling complexes of airports with metering control devices to obtain reliable data into the Law "On the turnover of petrochemicals".

The minister noted that a package of measures aimed at stabilizing the oil products market is being developed on the instructions of the country’s president. All proposals, including the issue of price regulation, will be considered jointly with interested government agencies.

He also instructed to complete the investigation of the reasons for a compressor breakdown at the Pavlodar refinery [due to which the output of the diesel fuel will be decreased] within a week.
