Azerbaijan speeds up process of road freight transport

BAKU, Azerbaijan, June 11

The main goal of the process of distributing permit forms among carriers in Azerbaijan, being an important economic tool in international road transport, is to promptly eliminate shortcomings in international road transport, Rashad Bayramov, advisor to the minister of transport, communications and high technologies of Azerbaijan, told Trend.

According to Bayramov, another aim of the process is to form an improved mechanism with the participation of carriers, independent experts and other stakeholders.

He said that the process of permit forms’ distribution will be carried out by the Association of International Road Carriers of Azerbaijan (ABADA) and in this regard, an agreement has been reached between the Ministry of Transport, Communications and High Technologies and the ABADA Public Association.

“The main point of this decision, which entrepreneurs should know about, is organizing the distribution process through a public association, represented with carriers in order to improve the implementation mechanism, rather than sharing powers by a state structure, that is, the Ministry of Transport, Communications and High Technologies,” the advisor emphasized adding that the powers are still regulated by the ministry in accordance with the law.

Besides, he noted that in accordance with the requirements of the law on public participation, the state should engage the private sector and non-governmental organizations to active measures.

"The memorandum signed with the aim of identifying areas of violation of laws, any requirements that may be missed, ensuring the participation of entrepreneurs in the decision-making process by the state and the government, will undoubtedly help the ministry to work more effectively to solve the most detailed problems of national carriers," concluded Bayramov.

As earlier reported, in the first quarter of 2021, local carriers engaged in international road transport transfered over 1.1 million manat ($690,000) of duties to the state budget.
