PACE adopts statement condemning murder of Azerbaijani child by Armenian snipers (UPDATE)

The Parliamentary Assembly of the Council of Europe (PACE) has today adopted a statement developed by the member of the Azerbaijani delegation to the structure, Ganira Pashayeva, on murder of Azerbaijani child Fariz Badalov by Armenian snipers.

More than 20 PACE members representing different countries have undersigned the statement.

"A 9-year-old resident of the Orta Garvand village in the Agdam region was killed on March 8 as a result of a ceasefire violation by the Armenian armed forces from positions in the occupied Azerbaijani territories. Fariz Badalov was shot in the head while playing in his yard. The tragic murder of the child contradicts all international legal norms and principles, and is a human tragedy. This tragedy more aggravated the already tense situation in the region. Under international law, the frequent violation of the ceasefire, increase in cases of the murder of peaceful Azerbaijanis by Armenian sniper fires from positions in Azerbaijan's occupied regions, are completely contrary to the PACE resolution 1416 and are a blow to the negotiating process to resolve the conflict, which is conducted with the mediation of the OSCE Minsk Group, "the statement reads.
The statement indicates that the PACE condemns such actions.

"The PACE strongly condemns Badalov's murder by the Armenian armed forces and urges Yerevan to bring the perpetrators of this murder to justice and punish those responsible for this."

The Assembly calls on Armenia to stop the killing of civilians by sniper fire, thus violating the ceasefire, implement the commitments before the Council of Europe to settle the conflict, follow the PACE resolution number 1416, liberate the occupied Azerbaijani territory and create conditions for return of one million Azerbaijani refugees and IDPs to their places, "the statement said.

The Azerbaijani delegation met with the Council of Europe Commissioner for Human Rights, Thomas Hammarberg, and provided him with detailed information about Badalov's murder. Azerbaijani MPs asked Hammarberg to keep the matter under his control and make every effort for condign punishment of the perpetrators.
