The Azerbaijani Communist Party (ACP) plans to observe the referendum vote nationwide.
"Forty-six ACP divisions in cities and regions have been instructed to compile a list of observers. Party members will act as observers in constituencies and polling stations," ACP Chairman Rauf Gurbanov told Trend .
In late December, Azerbaijan's parliament passed a decision to hold a referendum on March 18 to amend 29 articles of the Constitution.
A total of 14 referendum initiative groups have been launched so far. Four have submitted referendum membership lists to the Central Election Commission (CEC). The CEC registered the ruling New Azerbaijan Party's (NAP) initiative group on Jan. 22.
The constituencies have registered 45 initiative groups.
The Constitution was adopted in 1995. Amendments and additions were made in 2002.
The ACO chairman said the list of observers will be composed by the party on Feb. 22.
