Voter turnout in the Azerbaijani referendum amounted to 26-30 percent in Baku by 13.00 local time, the Azerbaijan Civil Society Development Assistance Association (AVCIYA) Head Maharram Zulfugarov told Trend .
Azerbaijan is holding a referendum on March 18 to amend the Constitution.
The referendum campaign began on Feb. 18 and finished on March 16 at midnight. A total of 23,000 manat was allocated to every agitation group for campaign.
The Azerbaijani Constitution was adopted in 1995. Amendments and additions were made in 2002.
