Universal suffrage is commonly thought to take place on a day-off, according to the Electoral Code of Azerbaijan.
Azerbaijan’s President Ilham Aliyev earlier signed a decree to hold a referendum on making amendments to the country’s constitution Sept. 26, 2016.
