Resolution of Overcrowded Prisons Problem in   Azerbaijan is   Alternative Way of Punishment: Says Council of Europe Expert

Azerbaijan, Baku, 3 September/ Trend , corr R. Novruzov/ The Council of Europe supports the solution of overcrowded prisons problem in Azerbaijan any time soon.

The alternative systems of punishment for violations of law can help solve problem of overcrowded prisons in Azerbaijan, Tanya Rakushich-Hadzich, employee of Secretariat of Directorate for human rights and judicial issues of the Council of Europe (CE) said to Trend .

"According to assessment of situation in the Russian Federation, for instance, introduction of alternative systems of punishment will help to reduce number of prisoners to 25%," Acich said. "Alternative systems of punishment, such as community work, will make infringers to work for the well-being of society".

She said it is difficult for people to return to usual life after imprisonment than after serving administrative punishment.

About 19,000 prisoners are serving their terms in jails in Azerbaijan. Some 200 of them are sentenced to life imprisonment, some 60 are juveniles and some 300 of them are women. There are only one prison, 17 reformatories and one reformatory for juveniles.
