Classification of governmental agencies to be changed in Azerbaijan: State Commission

The classification of governmental agencies will be changed in Azerbaijan

The Civil Service Commission under the President of Azerbaijan has submitted proposals to the Parliament to make changes in the classification of positions while receiving civil servants to vacancies, Chairman of the Commission Bahram Khalilov told Trend on May 4.

There are differences between salaries of ninth and sixth classifications.

"Naturally, the requirements to candidates to these positions shall be different, including test questions. We want to make sources used by candidates in preparing for exams, and time allotted to answer questions and entrance points to be different," he said.

There are vacancies for the Ministry of Economic Development, Ministry of Labour and Social Protection and the State Social Protection Fund.

The aforementioned state agencies have offered more vacancies. The Ministry of Economic Development offered 83 vacancies, Ministry of Labour and Social Protection - 78 vacancies, and State Social Protection Fund -61 vacancies.

Khalilov denied rumors on resignation of several civil servants due to oppression, infringement of their rights by agency direction.

"Before receiving to civil service, we meet with all candidates and explain them their rights and responsibility. We also explain them that all problems will be removed in accordance with laws of the legislation," Khalilov said.

Some of the civil servants, who were received to governmental agencies, leave their position for private sector due to high salaries.

The chairman of the commission said that the monitoring conducted in the governmental agencies revealed several facts of employing workers without competition.

"Under the amendments to the legislation, the admission to the governmental agencies without competition causes to the termination of the employment. In the event of such a fact, even after a month or two years, the civil service of such person shall cease" Khalilov said.

Many of the dismissed civil servants took part in competitions announced and some have been taken already to work legally.

Khalilov said the legislation does not involve any penalty in respect of heads of state bodies who have employed candidates for the civil service without competition.

"This is a flaw in work of head of governmental agencies," he said.

He also clarified recent changes made by parliament to the law on civil servants.

Under the new amendments, to replace vacancies in administrative positions in the sixth to ninth classifications civil servants will be interviewed. If an administrative position will not be employed on the basis of this interview, it is possible to conduct interviews or competition with other candidates.

"For example, an advisor works in same post for several years and the management does not want to promote him/her to senior adviser. To simplify the process we have proposed to make such a change in the law. If the government has, the commission representatives will interview him/her to promote to higher rank position. We have put forward such a proposal taking into account wishes of governmental agencies. This amendment is envisaged for promotion of staff in the sixth to ninth classifications," he said.

He said the register of civil servants has been created and it includes about 10,000 civil servants.

The program of the register will be changed in future, he said.

"This change requires full information about civil servants on online regime," Khalilov said.

Evidences will be collected about the ethical conduct of civil servants and they will be summed up, he said.

He said this information will be included in the report to be prepared by a commission on combating crime and the information on this issue will be released.

Khalilov expressed confidence that the number of candidates for civil service positions will grow each year. He said citizens must believe that they can be employed for their personal qualities and knowledge.

"The interest in public service has always been high in Azerbaijan. All the necessary conditions have been provided for the social protection of civil servants. The civil servants have the opportunity for promotion and pension provision. Many people are not aware of it," Khalilov said.
