First Certified Assessors to Appear in Azerbaijan in 2009

Azerbaijan, Baku, Dec. 18 / corr. Trend U. Ismaylova / The first certified estimators are likely to appear in the first quarter 2009 in Azerbaijan, according to the third work group on assessment activities in the framework of a program on mortgage development in Azerbaijan and Central Asia.

At the meeting the working group focused on three main issues: introduction of estimators' certification, changes and supplements to legislative base and adoption of national standards of property estimation. Members of Association of estimators as well as Igor Artemkin, IFC consultant on assessment activities took part in the meeting.

The working group decided to conduct pilot certification of assessors on Feb. 15. Special group under the Association of Assessors will hold examinations to certify estimators at the first stage.

"At initial stage certification will be held by Association but in future this process can be carried out by a special agency," Artemkin said.

The Azerbaijani Government is expected to consider changes and supplements to legislative base on assessment activities.

Regarding the development of national standards on property estimation, participants of the meeting decided to improve nine standards developed in accordance with international norms.

The Association of Azerbaijani Assessors was registered in 1997.

In Azerbaijan assessment activities are controlled by law on Assessment activities, adopted in 1995.
