World Bank to help restructure wage system of Uzbekistan

World Bank will contribute to the creation of an independent state body on wages and personnel management, as well as an interdepartmental commission responsible for coordinating the ongoing reforms in Uzbekistan, Trend reports with reference to the Ministry of Finance of Uzbekistan.

Ministry of Finance states that international experts of the World Bank met with specialists of sectorial departments of 6 ministries of Uzbekistan to study the current situation in the sphere of labor remuneration.

The report says that currently, with the participation of international experts, a project on reforming of the public sector pay system is being developed.

The project will consist of two stages and provides for the implementation period from 1,5 to 3 years.

As part of the implementation of the first stage, a methodology for establishing wages in the public sector will be developed, including criteria (factors) affecting wages and the responsibilities for each position will be determined.

Experimental application of the new wage determination system is planned to be introduced in 5-6 sectoral ministries and departments.

At the second stage, the main task will be the implementation of a full functional analysis of all ministries, departments and state institutions, as well as the phased introduction of a new wage system and tariffs, including in their regional divisions.

In order to fulfill the tasks envisaged in the project, World Bank experts recommended that the wage restructuring process and the system of mark-ups be restructured.

As a result of reforming the wage and employment system in the public sector, four strategic objectives are expected to be achieved:

- Achieving financial stability of the wage fund,

-Improving the efficiency and effectiveness of labor resources,

- Improvement of the personnel management and control system and the establishment of a harmonious workflow due to transparency,

- Fairness and equal pay of employees for proportionate work.
