RCC to consider allocation of frequencies for mobile communications' development(Exclusive)

The Regional Commonwealth in the field of Communications (RCC) will consider issues of frequency spectrum allocation for the further development of mobile communications, Nurudin Muhitdinov, the director general of the RCC Executive Committee, told Trend.

Muhitdinov underlined that this issue requires a careful and balanced approach.

"These aren't simple issues. It is hard to say when we will do this, but the sooner we do it, the easier it will be for operators, which provide communication services, to better understand the possibilities of the frequency spectrum in each country. In January 2019 a meeting of the commission on the radio frequency spectrum will be held. The World Radiocommunication Conference (WRC) and the World Radiocommunication Assembly will take place in 2019. I think, summing up the work of the WRC, we will probably get a more or less clear picture regarding the radio frequency spectrum," Muhitdinov said.

Regional Commonwealth in the field of Communications (RCC) Commission on regulation of the use of the radio-frequency spectrum and satellite orbits decided to propose to the Council of the Heads of RCC communications administrations to consider organization of work on search for additional channels to the digital terrestrial television broadcasting plan - 'Geneva-06' in the 470-694 MHz frequency range in order to compensate for the losses of the radio-frequency associated with the possible freeing of the 694-790 MHz frequency.

Azerbaijan, according to the source, may free the 694-790 MHz frequency for mobile communications. However, it is necessary that neighboring countries also fully switch to digital TV. Azerbaijan completely switched to the digital broadcasting standard in December 2016.

At the 2015 World Radiocommunication Conference, it was recommended to use the frequency spectrum of 694-790 MHz for mobile communications.

As for the regulation of roaming tariffs, Muhitdinov said that in this regard, it is relevant to discuss the implementation of the decision of the Council of Heads of Government of the CIS on mobile communications.

"The agreement was signed in 1997, and on November 2, 2018, additional changes were made to it as part of the meeting of the council of heads of communication administrations in Astana. Communications administrations have been given new instructions to regulate a whole range of mobile and radio communications. Therefore, the issue is always on the agenda," Muhitdinov said.
