Kazakhstan develops new energy security concept

Kazakhstan’s Energy Ministry has developed a new concept of energy security, Minister Bolat Akchulakov said, Trend reports referring to the government.

The ministry, jointly with interested government agencies and KazTransGas JSC (National Gas Operator), is developing a Comprehensive Plan for the Development of the Gas Industry, aimed at the industry’s full modernization.

The draft comprehensive plan developed by the ministry envisions increasing the gas resource base through geological exploration and new gas production projects at new and existing fields.

“In order to increase gas resources, preferences are needed for gas projects at all stages and the construction of a supply infrastructure. Besides, the issues of providing an incentive price for subsoil users, as well as reviewing expediency of gas injection programs are being worked out,” Akchulakov said.

Within the draft comprehensive plan the ministry is also working on a new gas pricing model that should take into account the limited resources of Kazakh gas and the increase in prices to commercial consumers to the level of market prices.

The main gas transmission infrastructure was largely built in Soviet times and requires large capital investments to maintain safe operation.

“It’s necessary to conduct a technical audit of the state of the gas transportation infrastructure, as well as identify sources of financing and mechanisms for the return of investments,” the minister noted.

In order to continue sustainable gas supply, the Ministry of Energy will update the general gas supply scheme, and simplify the rules for transferring gas supply facilities to the balance of the national operator.

According to forecasts of the ministry, the implementation of the above measures will allow increase the production of commercial gas to 42 billion cubic meters and boost the reliability of the gas infrastructure by 2030.

Moreover, the measures will allow establish the necessary pricing model, taking into account price containment for socially vulnerable segments of the population and increase the gas supply of the country up to 65 percent.
