Re-insurer Swiss Re estimated Monday that its claims costs from the earthquake and subsequent tsunami in Japan would reach 1.2 billion dollars, DPA reported.

But the incident at the Fukushima nuclear power plant was "unlikely to result in a significant direct loss" for providers of property or casualty insurance.

"These estimates are subject to a high degree of uncertainty as the event continues to unfold, making loss assessment particularly challenging," Swiss Re said.

Determining precise costs would take several months, the Zurich- based re-insurer said.

Swiss Re noted that a government-run insurance scheme for residential properties insured by non-life companies, is not re-insured in the international reinsurance market.

The number of dead and missing after the disaster rose to 21,911 as of noon (0300 GMT) Monday, Tokyo officials said.
