The United States moves from preferred to special relations with Georgia, Georgia Foreign Minister, Grigol Vashadze, told Imedi TV channel.
"I am honored to sign with the then U.S. State Secretary, Condoleezza Rice, the Charter on strategic cooperation, which some people called a "blank paper" in the new administration," Vashadze said.
"Despite such statements, today we all feel profound steps forward," Vashadze added.
