Charter and regulation of Turkic-speaking States Parliamentary Assembly adopted

The charter of the organization and the regulation of the Secretariat have been adopted at the plenary meeting of the Turkic-speaking States Parliamentary Assembly in Baku on September 29.

The charter of the organization and the regulation of the Secretariat have been adopted at the plenary meeting of the Turkic-speaking States Parliamentary Assembly in Baku on September 29.

Speaker of the Azerbaijani parliament Oqtay Asadov said that the charter of the Turkic-speaking States Parliamentary Assembly was prepared in accordance with charters of the international organizations.  

"The charter was discussed and recommended for the plenary meeting at the meeting of the council of the Turkic-speaking States Parliamentary Assembly on September 28," Asadov said.

The charter of the assembly includes 26 articles, head of Milli Majlis Office, Safa Mirzayev, said. Goals, functions and directions of activity were indicated in the regulation of the Turkic-speaking States Parliamentary Assembly's Secretariat.

"Authorities of Head Secretary and his assistants were also indicated in the regulation. They will be elected every four years," Mirzayev said.

The budget of the Secretariat will be formed of 15 components. "Turkey will finance eight parts of the budget, Kazakhstan - four, Azerbaijan - two, Kyrgyzstan - one. These parts are defined in accordance with the income of each country", Mirzayev said.

He also said that the budget of the Turkic-speaking States Parliamentary Assembly for 2010 hits €300,000. "Half of the funds will be spent for salaries and the other part for the technical costs", Mirzayev said.

The plenary meeting of the Turkic-speaking States Parliamentary Assembly including delegations of the Milli Majlis, the Kazakh Parliament, Jogorku Kenesh of the Kyrgyz Republic and the Grand National Assembly of Turkey is being held in Baku on September 29.

Azerbaijani representative - chairman of youth organization of New Azerbaijan ruling party, Ramil Hasanov, was elected head secretary of the Turkic-speaking States Parliamentary Assembly.
