The draft Town Building Code, being prepared in Azerbaijan, will greatly simplify the process of construction of private houses.
Given that private homes should be legalized and put into operation within a short period, the procedures will be simplified and regulations will be developed in accordance with the requirements of citizens, the deputy head of department of administrative and military legislation of the Azerbaijani Parliament Sayyad Karimov told Trend.
According to him, discussions are under way to simplify the procedures related to construction, and introduce "single window". Depending on the results of discussions, a decision will be made on the introduction of this system, Karimov said.
Expressing his support for the "single window" system in the construction industry, Karimov said that in this regard, the attitude of various agencies will be examined and then a concrete decision will be made.
Karimov said that Azerbaijan has a weak legal framework regulating relations in the construction and urban development, and therefore, it needs to adopt a perfect law in this regard.
According to Karimov, the part of Code associated with the construction is completely ready and will be presented for discussion at the working group meeting during a visit of the German experts to Baku in January. The primary version of the other part of the Code regarding town planning is also ready, which will also be discussed at the working group meeting.
According to Karimov, initially it was planned to prepare and adopt codes for both areas separately, but later it was decided to unify the two parts into a single code.
