Leader of Kazakh Party Considers Amendments to Constitution as Positive

Azerbaijan, Baku / corr. Trend A.Gasimova / Amendments to the Constitution of Kazakhstan, especially regarding increasing the share of parties in the Government, confirmed by the President of the Country, Nursultan Nazarbayev, are positive, said Kazakh politician, Leader of Akjol Party, Alikhan Baymenov.

President Nazarbayev signed amendments on law and annexes to the Constitution of Kazakhstan. Now Nursultan Nazarbayev may me elected as State Head without limits. The constitutional amendments also include reducing the period of presidential authorities from seven to five years. This norm is intended to function after 2012. In addition, the number of deputies will be increased to up to 154, including members of Assembly up to 30 and senators - 8. The form of governance in Kazakhstan will remain Presidential, but the authorities of Parliament are to be widely expanded.

Baymenov said from Astana on 22 May by telephone, that for communities such as Kazakh where traditions of political competition are based on ideologies and values, it is important that exactly these criteria serve as a basis in elections. "In addition, the key role in the majority system is played by other aspects, including adherence to certain clan," he said. According to him, the majority system under concentrated regimes often allows minimal position of the opposition. "Generally I positively assess the amendments to the Constitution, especially the increase in the number of deputies of the low chamber. It will lead to an interrelation between quality and quantity," Baymenov added.
