In 2011, all Azerbaijani citizens will receive e-passports containing biometric information about their owners, director of the Information Technologies Institute, Rasim Aliquliyev, told Trend .

This is provided by Azerbaijani President Ilham Aliyev's decree "On establishment of the state commission and preparation of the state program to establish a biometric identification system in Azerbaijan Republic", dated Feb.12, 2007.

According to Aliguliyev, currently the establishment of a legal base to take the necessary measures in this direction is underway. The bill "On state registration system of Azerbaijani citizens ", which involves the creation of an electronic database containing information on citizens of the country, is under development. Under the law, it is assumed to assign a special identified number to every citizen.

Passports with biometric data will be applied to ensure the safety of the international civil air navigation, strengthen the security of identity documents against possible counterfeiting, improve mechanisms for rapid and accurate identification when crossing the state border and improve quality and efficiency of international air travel.

The presidential decree approved phasing exchange of operating passports into the biometric passports. The state program is divided into two phases. The first phase (2007-2009) covers the establishment of legal and regulatory base for the formation of this system and the second phase calculated for 2010 - 2012 years covers the establishment of infrastructure of the biometric passport system and wider use of biometric technologies.

The state commission was established under the leadership of Prime Minister and with the participation of relevant ministries to execute the decree.

So far, the passports with biometric parameters, manufactured using modern information technologies have been introduced in more than 100 countries.

According to Aliguliyev, fingerprints and biometric data on the structure of the human face will be posted in new type of passports meeting the international standards.
