SMART CITY AZERBAIJAN discloses concept of Azerbaijani "smart" settlements

The concept of smart city and smart village projects in Azerbaijan includes an integrated system of operational management of the city and the region based on intelligent video surveillance and response, founder and director general of SMART CITY AZERBAIJAN, Kuanysh Kalizhanov told Trend.

“The proposals correspond to the program of the initial stage of the concept of ensuring an integrated approach to the restoration and development of territories and include addressing management, security and infrastructure issues,” Kalizhanov added.

"The developed concept includes hardware systems for human and vehicle scanning, thermal cameras, intelligent video surveillance, face recognition systems, access control and management systems, incident analytics and others,” director general of the company added.

“An important instrument for the country's security is an integrated system for monitoring the quality of air, water and soil,” Kalizhanov said. “The system allows forming a map of pollution (contamination) of the environment of the country and the region online with hourly updates."

“The Operational Control Center will be able to continuously monitor and respond to latent man-made and terrorist threats,” director general of the company added.

“Another important direction of the concept is the creation of the Geoportal system (digital map of the city), which would include all underground, ground and aboveground communications and infrastructure,” Kalizhanov said.

“This would allow from the very beginning of the restoration, survey, design and construction and installation work to form a digital passport of each facility and a digital map of the city as a whole,” director general of the company added.

“The next step is to draw up a 3D project of the city,” Kalizhanov said. “The Smart City concept includes blocks of transport, housing and communal services, citizens' appeals, medical services, digital applications of burial, monitoring of urban transport facilities, tourism, education, etc., which together open up great opportunities for managing the city and the safety of its residents."

Kalizhanov stressed that SMART CITY AZERBAIJAN offers the comprehensive organization of all components of a "smart" city and "smart" village.

"The successful implementation of this project is impossible without the interaction and cooperation of all interested state structures, executive bodies, national companies and participants in the business environment," director general of the company added.

Kalizhanov stressed that the creation of a "smart" village, besides the direct design and construction of buildings and structures, will require the participation of energy companies (Azerenergy, Azerishig), telecommunications companies (Aztelecom), water supply organizations (Azersu) and other project participants.

"Baku’s urban economy is a very complex structure, which includes transport communications and mechanisms, as well as the subway and elevator enterprises,” director general of the company added. “The digitalization of the monitoring system for equipment that works in an intensive mode and is subject to wear and tear is also of great importance.”

“It is necessary to move from responding to repair signals to anticipating wear and tear of mechanisms and equipment,” Kalizhanov said. “This requires a digital history of each mechanism, from its production to the date of the last oil change, with maximum details. Such a story must be transformed from paper into a tablet or smartphone of all participants in the process beginning from the mechanic and ending with the first manager.”

“The real owner of a "smart" city or village will have all communications in his/her tablet, a 3D project of the city, access to any video camera with analytics and a face recognition system,” director general of the company added. “The real owner must instantly receive information about risks and threats and promptly respond to them."
