Uzbek President Islam Karimov signed a decree on measures to reduce the statistical, tax, financial reporting, licensable kinds of activity and licensing procedures on Monday.
According to the preamble of the document, the current system of statistic, tax and financial reporting was called as cumbersome, and a large number of licensing requirements and licensing procedures were called as non-relevant to the policy on further liberalization of the economy and market economy principles.
About 80 permit procedures (26 percent of the total volume) and also 15 licensed kinds of activity (20 percent of the total volume) will be cancelled from August 1.
Moreover, the licenses for certain kinds of activity are issued for an indefinite term from August 1.
Uzbek President has forbidden to refuse from issuing licenses and permits in accordance with new rules if entrepreneurs re-submitted the applications by removing the previously mentioned disadvantages.
Presenting monthly tax reports for all types of taxes and other obligatory payments, except for the excess profits tax will be abolished from Jan. 1, 2013.
According to the decree, small firms submit statistics reports on an annual basis. Statistics agencies conduct surveys in the respective directions and spheres of activity quarterly.
The president strongly warned the heads of the competent authorities for issuing licenses and permissive documents about their personal responsibility for the strict observance of the legislation on licensing and permitting procedures in the field of entrepreneurship.
The Cabinet of Ministers was instructed to ensure a gradual transfer of all business entities to the electronic submission of the statistics system, tax and financial reporting.
According to the Uzbek Trade-Industry Chamber, at present, small businesses submit only one form of a simplified statistical reporting on a quarterly basis, and the financial statements are presented once a year.
