The efforts which the Palestine's administration takes to develop state institutions and bolster economic growth will create a certain base for setting up an independent state by the summer of 2011, Palestinian Prime Minister Salam Fayyad said on Saturday, RIA Novosti reported.
He made this statement during a meeting with Russian Federation Council delegation which is currently in Palestine for talks.
The parties have discussed prospects of Middle East settlement. The Palestinians praised Russia for summoning an urgent Middle East Quartet (EU, UN, Russia, U.S.A) meeting in Moscow.
"It is time for the quartet to become an effective tool to force the parties to talks," Fayyad said.
He emphasized that the international community should urge Israel to divide into two sates - Palestine and Israel.
The Russian delegation will hold several meetings with Palestinian colleagues within the next days.
