Azerbaijan, Baku, 31 March / Trend corr. I.Alizadeh / A new Anti-Torture structure will be established in Azerbaijan. " Azerbaijan joined the international anti-torture conventions and created its legislation basis. The structure will implement statutes of international conventions and will hold anti- torture measures," Latif Huseynov, the head of the Legislation Department of the Azerbaijani Parliament on State Building, stated to Trend .
In 2007, four people were victims of torture in Azerbaijan. This information was noted in the report developed by Anti-Torture Committee as a result of 2007. Elchin Behbudov, chairman of Committee, informed Trend that the majority of victims were soldiers who served in the military service at the Defence Ministry. Some 63 people underwent torture in 2007. Most cases of torture were registered in the police stations.
According to Huseynov, the form of the new Anti Torture structure is currently being considered. "It will not be a state structure. Any NGO may carry out this task. The State will provide certain power to NGO's that will carry out this task. Huseynov said the structure will provide cooperation between Azerbaijan and international organizations in the fight against torture.
