Health Minister: New Model to Finance Health Care in Azerbaijan Developed

Azerbaijan, Baku / Trend corr. S.Ilhamgizi / Oktay Shiraliyev , the Azerbaijani Health Minister, stated on the 18th of June that a new model of financing health care was developed in Azerbaijan.

The Azerbaijani Health and Finance Ministries developed joint conception on the financing of the health system. The formation of the new system will be submitted to the President in the near future.

The Health Minister spoke about future plans to repair diagnostic institutions in regions of the country and the construction of new hospitals. The repairs in the Central clinical hospital of Baku will be completed by the end of 2007. The repair work of five hospitals has already begun, the remaining four buildings are planned to be demolished within the near future.

Shiraliyev denied any information regarding claims that the Central clinical hospital had been privatized resulting in the departments of the institution to be allocated to other hospitals leaving staff members unemployed.

"The salaries of doctors for the last few years have been increased several times and make up AZM 86. The struggle against corruption is still being tackled. The Ministry does not intend to hinder the creation of private hospitals. Our requirement is to obtain all sanitary norms and professional doctors," the Minister stressed.

Some 537 licenses have been issued to hospital institutions for the last five years (2002-2007). Forty ambulatory stationary services, 218 ambulatory medicine institutions, 245 dental rooms, seven other services and 27 branches of medical institutions were issued the licenses.

Some seventeen licenses have been issued for five months in 2007.

In 2006 the functioning term of licenses of four medical institutions were suspended, the functioning of three medical institutions were restored and the license of one institution was revoked.
