Weekly summary of events in Azerbaijani ICT sector

Azerbaijan is a country in which spending during the period of remote work was the lowest one according to the research conducted by the UK’s 'Compare the market' company, Trend reported this week referring to the company.

According to the source, remote employees spent on average about $112 a month or 190.4 manat at the rate of 1.7 AZN / USD in Azerbaijan. Thus, Azerbaijan ranked first among 28 countries.

In an interview to Trend this week Ruslan Romanenko, a consultant on innovative solutions at Azerbaijani ULTRA Technologies Company said that the company in terms of cybersecurity pays special attention to the computing infrastructure on which its ITC systems will operate.

Romanenko highlighted a number of solutions that in different scenarios can be combined or applied in a complex, where it’s very important to build the correct architecture with the so-called ‘demilitarized zone’ - DMZ, using such technologies.

He emphasized solutions to protect against encroachments of ‘internal pests’ or actions of unscrupulous employees, where it’s very important to introduce a control system over their actions.

"For about 12 years, our company has been successfully implementing the electronic document management system, ‘DocNet’, in a number of ministries and departments of the government of Azerbaijan - a universal solution that allows organizing an electronic document management system in government agencies, enterprises and authorities, as well as in companies of any level and various industries activities," the expert stressed.

"To date, we have successfully completed the development of the core of the mandatory health insurance system, automated and renewed the business-critical systems of several banks, spent time during social isolation period to improve the knowledge of our employees and establish partnerships with leading developers of systems relevant in the new world formation," he added.

According to him, the main goal of implementing the DocNet system is to increase transparency, controllability and efficiency. This system covers all stages of the documentation life cycle: from the preparation of draft documents to the organization of archival storage (with the provision of electronic archive and electronic signature functions.

Also this week Samir Nasibov, Director General of PAYSIS, the legal owner of the E-PUL payment system in his interview to Trend spoke about benefits of an electronic wallet.

Nasibov said that a bank card plays the role of a physical key to its holder’s bank account, and the appearance of the e-wallet or digital issue with all the functions of the card makes use of the physical bank card unnecessary.

According to him, the E-Pul system is aimed at developing digital card issuance.

"We also plan to use the ‘Cash by code’ service or ‘PayPass/payWave’ technologies to cash out funds at ATMs. Everything related to payment for services and goods through POS terminals, this functionality will be implemented through the NFC technology, which we plan to implement by our loyalty program, which will strengthen our competitiveness in the local market," he noted.

At the same time, speaking about development of the electronic (virtual) wallets in Azerbaijan, the director general pointed out that the conduct of transactions through them hasn’t yet been regulated by any rules.

"Presently the Central Bank of Azerbaijan (CBA) is developing a draft law on the implementation of transactions by online wallets, which should be approved already this year," added Nasibov.

Meanwhile, a very important event of the outgoing week - the ‘ASAN Task’ - project by the Azerbaijani Electronic Government Development Center has been launched.

"The project will operate as an intranet system within the institution," said the center.

The ‘Asan Task’ system was created by the Electronic Government Development Center under the State Agency for Public Services and Social Innovations under the President of Azerbaijan to efficiently organize the performance of work within complex structures and ensure higher competitiveness by minimizing the loss of all types of resources.

Besides, the center reported on the update of 'Asan Finans' project, through which Azerbaijani citizens can obtain services of credit, insurance and other organizations by transferring their personal data by indicating the PIN codes of their ID cards.

The center stressed that this kind of digitalization will spare these organizations from the paperwork and speed up the service delivery.

In 2020, more than 1.5 million applications of citizens were registered through the ASAN Finans system.
