Revenues to Kazakhstan's state budget below plan in 9M2020

Revenues worth 6.1 trillion tenge ($14.2 billion) were transferred to the state budget of Kazakhstan, which is 4.5 percent less than the planned volume, Trend reports citing the press office of Kazakhstan’s prime minister.

The revenues to the republican budget amounted to 3.8 trillion tenge ($9 billion), which is 14.2 percent less than the planned volume or 638 billion tenge ($1.4 billion). This was due to the fact that tax payments to the budget were 791 billion tenge ($1.8 billion) that the plan, whereas the non-tax payments were 154 billion tenge ($359.9 million) than the plan.

The main reasons for the budget non-fulfillment were due to lower payments of VAT and CIT taxes. The following factors influenced non-fulfillment of CIT: a drop in prices for main export items by an average of 13.3 percent, an increase in the number of inactive taxpayers, a decrease in the number of declared advance payments for 850 major taxpayers, and a decrease in revenues from second-tier banks.

The main reasons for non-fulfillment of the plan for VAT are: increase in VAT refund by 60 percent compared to the same period last year; reduction of sales turnover by 11 percent.

The volume of revenues to the local budgets amounted to 2.2 trillion tenge ($5.3 billion), which is 18 percent more than the planned volume.

In turn, expenditures of the republican budget amounted to 10.2 trillion tenge ($24.03 billion), which is 0.2 percent less than the planned volume. The expenditures of the local budgets stood at 5.6 trillion tenge ($13.08 billion).
