"The current state of the business environment and business conditions in Uzbekistan still do not fully meet the requirements and principles of a free market economy, as well as international norms and standards," a decree of Uzbek President Islam Karimov "On measures to further improve the business environment radically and providing greater freedom to entrepreneurship" says.

The country's central press published the document on Friday.

"As is accepted in the current international practice, further simplification, reduction, and reducing of the number of regulatory procedures, widespread introduction of non-contact e-forms of relationships between government, controlling authorities and business entities are necessary," the decree says.

In this regard, the President has identified a radical improvement of business climate in the country, creating more favorable conditions for accelerated development of entrepreneurial activity, increasing share of private property in economic development by improving legislation aimed at strengthening the protection of rights of entrepreneurs, as well as further elimination of bureaucratic barriers as the most important tasks.

It is also necessary to introduce internationally accepted criteria for assessing business doing, the further deepening of competition in the domestic market, creating equal conditions for business doing for all business entities, regardless of ownership and organization of their activities.

It is necessary to ensure wide transition to an e-system of reporting, payment of taxes, fulfillment of registration and licensing procedures, allocating land plots and connection to engineering communications networks, as well as lending to business entities, eliminating direct contacts between government, controlling authorities and business entities, bureaucratic red tape and corruption.

The specific standards and measures aimed at improving the business environment should be introduced from Aug.1.

The President also approved a program of comprehensive measures aimed at further improving the fundamental business environment and providing greater freedom to entrepreneurship.
