Civil Aviation Committee of Kazakhstan is taking active steps to remove the country's airlines from the EU black list, Ministry of Transport and Communications of Kazakhstan told Trend on Thursday.
"The committee plans to strengthen supervision and upgrade skills of staff of the aviation administration," the ministry said.
In particular, in order to improve the skills, the issue on signing an agreement with the Bureau of Technical Cooperation of the International Civil Aviation Organization (ICAO) to provide technical assistance to the Committee of Civil Aviation is being worked out.
It is also planned to attract skilled foreign inspectors to conduct education and training of committee's staff.
In addition, the Committee works out the issue of transfer of the entire certification to the Center for Safety of Flights, which will allow to redirect employees of the Civil Aviation Committee, involved in the certification, to carry out continuous and full safety oversight.
In recent years, Kazakhstan has already done a lot of work to eliminate the ICAO audit observations and remove airlines from the EU black list.
In particular, the Committee of Civil Aviation has been restructured in accordance with the requirements of ICAO and its staff increased.
Centre for Safety of Flights State Enterprise was also established, which carries out the inspection of the aircraft prior to the issuance of certificates of airworthiness, certification inspection body of aircraft operators.
Another measure to improve flights safety has become a new law "On the use of the airspace of the Republic of Kazakhstan and aviation" dated July 15, 2010.
There is moratorium in the country on the opening of new airlines before EU removes restrictions.
In April the European Commission published a "blacklist" of airlines banning flights to Europe. All Kazakh airlines, except Air Astana, have once again been included in this list. According to the EC, these companies operate in conditions below the required level of security.
