Kazakhstan has started to realise a government programme to further modernise its law enforcement system in 2014-2020, head of the law enforcement system department of the Kazakh president's administration, Alik Shpekbayev said on Friday at a briefing in Astana.

"One of the main target indicators of the state programme is the level of public trust in law enforcement bodies," he said.

Shpekbayev went on to say that the country will pay attention to the development of intelligent systems and innovative technologies to monitor and ensure public safety.

"An integrated system combining 61 databases of law enforcement and other government agencies has been created for this purpose at the Kazakh Prosecutor General's Office. The Situation Centre of Kazakh Financial Police is operating on the basis of this principle as a preventive measure," the department's head said.

He also said Kazakhstan has obtained objective crime statistics for the first time in many years. This was possible after the introduction of a package of measures for reporting crimes.

"With the introduction of electronic recording of statements, the criminalisation of crime concealment and punishment of managers whose subordinates committed violations in a registration discipline, it was possible to achieve a breakthrough in the settlement of the problem of latent crimes," Shpekbayev said.

He said that last year 108 criminal cases were instigated against members of the prosecution authorities due to violation of the registration system.

"At the beginning of large scale reform in 2010, we recorded 126,000 crimes, whereas according to the results of 2013, there were about 360,000 crimes, that mean their number has increased almost three times," Shpekbayev said.

He emphasised that the objective crime statistics allows the authorities to make correct management decisions in the field of public security.

Shpekbayev added that the operational situation hadn't become complicated and remains under control.

"Moreover, there has been a steady decline in particularly serious crimes," head of the department said.

The Council of Europe Committee of Ministers sent an invitation to Kazakhstan in late 2013 for the country to join one of the most authoritative international organisations - the Group of States against corruption (GRECO), Shpekbayev added.
