Turkmen, German governments ink joint communiqué

A joint communiqué was signed as a result of the first session of the intergovernmental Turkmen-German working group.

The Turkmen side of the working group is led by deputy chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov, German - Director of the Department of Foreign Economic Policy, Federal Ministry of Economics and Technologies of Germany Karl-Ernst Browner.

The paper noted that the meeting discussed the status and prospects of economic development of Turkmenistan and the Federal Republic of Germany, as well as the main directions of expansion of bilateral partnership. It is particularly noted that the Turkmen-German cooperation at the present stage is forward momentum and is aimed at strengthening bilateral ties in various fields.

The communiqué pointed out that the representatives gave a detailed description of the macroeconomic situation and investment climate in Turkmenistan and the Federal Republic of Germany. Moreover, they marked features of the parties' national legislation, governing relations in the economic sphere and, in particular, the procedure and conditions for the deployment and utilization of foreign investment.

In this respect, the working group discussed the legal framework of cooperation between Turkmenistan and Germany, and noted its importance in strengthening the relations between the two countries. At the same time, they stressed the need to improve the legal framework of Turkmen-German partnership, through the preparation and conclusion of bilateral treaties and agreements on economic issues.

Discussing the basic directions of cooperation, the parties have set out their positions on issues of mutual interest in the energy sector, agriculture, ecology and health. Much attention was also paid to issues of infrastructure development of Turkmenistan, including the construction and building materials industry, transport, telecommunications and other areas. In this regard, they noted scientific and technological experience of German companies in solving issues to form industrial infrastructures and prospects of its use in Turkmenistan.

The sides exchanged views on cooperation on improving management skills and stressed reasonability of further bilateral agreements on these issues.

The Working Group also discussed in detail the prospects for cooperation in scientific and educational spheres, noting its particular relevance and significance. In doing so, the parties expressed their desire to develop cooperation in this area by enhancing the implementation of existing programs and identify new forms of partnership in education.

The parties agreed to hold a second meeting of the joint Turkmen-German working group in Berlin in June 2010.
