Kyrgyz expert Sergei Masaulov stated that the leadership of the
country may be changed in Kyrgyzstan under the present circumstances.
Kyrgyzstan reached the anniversary of the revolution. As a result,
President Kurmanbek Bakiyev was ousted in April 2010. A form of
governing was changed from a presidential to a parliamentary one. The
changes have been legalised by a referendum, which took place last
summer. At present, Prime Minister Almazbek Atambaev heads the
country.
Despite the changes in the structure of governance and the ruling
elite of the country, Kyrgyzstan has a large number of citizens
dissatisfied with living conditions in the country.
Masaulov said that only the form of governing changed after the
authority changed in the country.
"But another form of political regime appeared. There are no disputes
in the contradictions between the authorities and people. But there
are some between authoritative agencies and corporations," he told
Trend by phone from Bishkek.
He added that at present, the country has a site called the Parliament
and that it's possible to resolve relations between political factions
through parliamentary and government crises.
People are still dissatisfied with their position since no changes
were made in this respect as a result of last year after the
government changed. The same situation is in Kyrgyzstan now. The
situation also aggravates there, the expert said.
"The form of presenting the authorities has been changed. But all the
problems and difficulties remain the same. So, from my point of view,
nothing has changed. The real problems in the country are not solved,"
he said.
Nonetheless, the country should not expect the "hot" events like last
year. There is some deterioration now. According to the analyst, one
should wait for a coup which in his opinion is quite possible.
He said that one can expect a real collision closer to the
presidential elections scheduled for autumn this year. "The weakness
of the current government can be observed in a governing coalition. I
would not call a union, which was formed in the Parliament as a
coalition. The union does not have any basic ideas or projects,"
Masaulov said.
He added that it is just a temporary agreement of some leaders about
the division of spheres of influence. In this regard, the coalition is
constantly changing. The relations between the leaders change the
configuration of the different spheres of influence, especially those
related to property.
