Draft law on charity developed in Azerbaijan

The Parliamentary Committee on Social Policy intends to develop a draft law on charity and sponsorship during the spring session of Milli Majlis (Azerbaijani parliament) in 2013, deputy chairman of the committee Musa Guliyev told Trend on Thursday.

The Parliamentary Committee on Social Policy intends to develop a draft law on charity and sponsorship during the spring session of Milli Majlis (Azerbaijani parliament) in 2013, deputy chairman of the committee Musa Guliyev told Trend on Thursday.

He said the law will provide for the use of tax benefits in regard to charitable organisations and sponsors, as well as the support of their donor activity.

Use of tax incentives is the most important and difficult issue in adoption of such laws, Guliyev said.

"Negotiations are underway with the relevant authorities on the type of these incentives," he said.

The deputy said the law can cover cultural, as well as social and humanitarian projects.

"People involved in charity are held up as an example all the time, so it is important for the government to provide certain benefits for them and to charitable organisations. This area should also be regulated by the law," Guliyev said.

He said discussion of the draft law in the Committee on Social Policy is planned during the spring session of the parliament.
