BAKU, Azerbaijan, May 31. The Azerbaijani population saw a 12.8 percent increase in nominal income in 2023 compared to the previous year, totaling 78.1 billion manat ($45.94 billion), whereas the average annual income per resident reached 7,687 manat ($4,521), head of the parliamentary Economic Policy, Industries, and Enterprising Committee Tahir Mirkishili said, Trend reports.
He made the statement at the plenary session of Milli Majlis (Parliament) during the discussion of the draft law, "On execution of the state budget for 2023".
The committee chairman emphasized that the discussions and analysis conducted indicate that the execution of the 2023 state budget has achieved its goals.
"While reviewing the presented documents, we concluded that it is necessary to improve the existing legislative framework or develop new, more flexible budgetary instruments. This would enable more accurate planning and efficient execution of budget revenues and expenditures, further strengthen financial discipline, enhance the planning and accountability of budgetary organizations, and introduce technical solutions to support these goals," he stated.
Mirkishili also noted that more flexible and innovative approaches are needed to evaluate the performance of budget expenditures based on efficiency and effectiveness, as well as to plan revenues more accurately in line with their potential. He mentioned that observations from the execution of the state budget support this conclusion.
"The Committee I lead believes that executing the 2023 state budget has provided the necessary financial guarantees and played a positive role in implementing the key state and social tasks defined by President Ilham Aliyev. This includes reconstruction and construction efforts in the liberated territories, enhancing social protection, maintaining macroeconomic stability, supporting economic entities, and ensuring defense measures. The Committee's opinion on the bill is positive. Therefore, I ask for support for the 'On execution of the state budget for 2023' bill presented by the head of state," he added.
