BAKU, Azerbaijan, September 30. Approximately 18 billion manat (over $10 billion) have been allocated from the state budget for the reconstruction of Azerbaijan's liberated territories, Emin Huseynov, Special Representative of the President of the Republic of Azerbaijan in Aghdam, Fuzuli, and Khojavand regions, said during an international conference within the Baku Climate Week today, Trend reports.
"The cities in liberated territories should not only be functional but also embody the principles of sustainability and inclusiveness. We often overlook this latter aspect.
Aghdam, once a vibrant hub of trade and culture, is now in ruins, often referred to as the 'Caucasian Hiroshima'. The same can be said for Fuzuli and Khojavand, which also suffered significant destruction. However, we must view these territories not only through the lens of their past but also with consideration of the potential they hold for creating a brighter and more sustainable future.
The process of rebuilding these cities and regions requires careful planning and innovative approaches. We are not merely restoring lost infrastructure but creating 'smart' cities that are more adaptable to change, resilient to the impacts of climate change, and capable of addressing future needs," he also said.
According to him, authorities in Aghdam, Fuzuli, and Khojavand are actively working with both national and international partners to implement advanced sustainable development measures, including eco-friendly buildings and renewable energy sources.
"However, the international support is currently very limited. At this point, about 18 billion manat has been allocated from the state budget for reconstruction, infrastructure, mineral extraction, and the establishment of socio-economic institutions in these areas," he explained.
Huseynov mentioned that collaboration with the private sector and civil society continues, as they will play a key role in further financing the restoration of the liberated territories.
To note, Baku will host Action Week for the first time from September 30 to October 4, 2024.
The event will form the basis of the climate agenda ahead of COP29 in Baku in November.
The Baku Climate Action Week (BCAW 2024) will bring together key stakeholders from a range of fields such as politics, finance, trade, investment, science, arts, culture, civil society, and media.
The main themes of the event are “energy transition," “cities and urbanized environments," “water security," “food and agriculture," "SMEs,” and “green skills.”
The first half of the week (from September 30 through October 2) will focus on climate solutions involving government agencies, academia, and the private sector. The second half (October 3-4) will focus on science, education, arts, culture, and other sectors.
