The Azerbaijani State Customs Committee (SCC) has been developing a new version of the Customs Code for two years, but has not yet submitted the draft law to the presidential administration due to several difficulties, head of the SCC Aydin Aliyev said at a meeting on Jan. 30.
The document has been developed with the assistance of international experts.
The code passed interior procedures during the first development stage, Aliyev said.
He added that the document underwent coordination with 24 relevant bodies.
The committee received replies from 21 organs and hopes to get the remaining feedback soon, Aliyev said.
"After receiving all the responses and proposals, the committee will submit a new version to the Cabinet of Ministers and further - to the presidential administration," Aliyev said.
The country's legislative base is being brought into line with international standards as a part of an UN and EU program to improve customs services. A key task is drafting a new version of the Customs Code.
A foreign expert who earlier worked in Russia and Kazakhstan was invited to assist in the process. The code comprises information technologies. Significant attention is paid to customs employees.
The acting version of the code was adopted in 1997. A 5-year program to develop the customs system (2007-2011) was approved in February 2007. The program aims to improve the material and technical base of the customs bodies, train staff, strengthen the customs supervision system, fulfill fiscal functions, combat customs crimes and apply modern information technologies to the customs sphere.
