Uzbekistan to amend system of business inspections

A "risk analysis" system maybe introduced in Uzbekistan for inspecting entrepreneurs' activity, Uzbek media reported.

This is stipulated in the draft presidential decree "On measures for cardinal improvement of the system for supporting business development and improving business conditions."

The new system is expected to allow to divide the types of business activity by risk categories, on the basis of which the expediency of including entrepreneurs in the audit schedule will be considered.

In addition, businesses included into a low risk category will be exempted from checks.

First of all, companies regularly and reliably reporting, as well as timely paying taxes and other compulsory payments will be classified into a category of companies with a low risk.

The document also provides for measures to increase the transparency of inspections, according to which the procedure for maintaining a single list of controlling bodies and their control functions will be determined.

Under the document, the State Tax Committee of Uzbekistan in the near future may lose the right to conduct inspections over compliance with the rules of trade and provision of services.

The document proposes to deprive some authorities of a number of state bodies and transfer them to a new structure - the Agency for the Protection of Consumer Rights, which must be created within a few months after the signing of the decree.

Reportedly, it will allow to abolish obsolete excessive functions of state regulation of entrepreneurial activity, and also help to fight corruption factors and eradicating bureaucracy.

Now, 40 different organizations carry out the audit of business entities, some of which are duplicated.

President Shavkat Mirziyoyev declared the year 2018 in Uzbekistan as the Year of Proactive Entrepreneurship, Innovative Ideas and Technologies.
