On September 4 Turkmenistan introduced new regulations on licensing the selling of oil products and lubricants. These regulations were approved by a decree from the Turkmen President, Gurbanguly Berdimukhamedov.
Turkmenistan produces approximately 10 million tons of oil annually. A large part of the raw material is processed in refineries. $1.6 billion was invested in the reconstruction at a facility in Turkmenbashi, near the Caspian Sea, then a second oil refinery was modernized in Seydi, located in the eastern part of Turkmenistan.
According to the Turkmen Ministry of Oil and Gas Industry and Mineral Resources, there are new rules designed to protect the legal rights and interests of the state and physical and legal entities.
The document outlines the preservation of favorable conditions to sell oil products on the domestic market and the state regulation of business activity. They are aimed at stabile development of the national economy and providing customers with high-quality, refined oil products which correspond to world standards.
According to the adopted standards, organizations are entitled to engage in the sale of oil products and lubricants in Turkmenistan under a license issued by the Turkmen Ministry of Oil and Gas Industry and Mineral Resources. They can only act under the state's control and within limits prescribed by legislation. Only state-owned commercial agencies, which have been determined by the Turkmen Cabinet of Ministers, can operate.
The license is in accordance with the code of the State Classifier, who gives the right to perform operations. A list of oil products for retail and wholesale trade is defined in detail. Retail trade allows only petrol and diesel fuel for vehicles. The list of the wholesale trade includes petrol and kerosene for airplanes, petrol for cars, diesel fuel, black oil and other fuel.
The license is valid for three years. These services are only allowed to be implemented at stationary and mobile filling stations for vehicles and at fuel stations for aviation and bunker vessels. It is necessary to meet a number of obligatory requirements to receive the license. Besides an application to get a license, a detailed list of documents must be provided, confirming one is professionally and technically prepared to sell high-quality oil products at high level.
It is important that the documents submitted confirm the presence of tanks and other fuel stations, including production facilities, storage tanks for petroleum products, as well as the other machinery necessary to refuel cars. All these facilities must conform to Turkmenistan's ecological, epidemiological, sanitary and fire standards and regulations.
