Kazakhstan's Ministry of Finance plans to amend Budget Code

The Ministry of Finance of Kazakhstan intends to amend the Budget Code, Trend reports with reference to Kazakh media.

“In connection with the transition of medium-sized companies to the category of large ones, the flow of payments from the republican budget to the local one amounted to 100 billion tenges. In this regard, we propose to amend the Budget Code to revise the procedure for forming the list of payers of corporate income tax (CIT) in Belarus,” Minister of Finance Yerulan Zhamaubayev said at a governmental meeting.

According to Zhamaubayev, the ministry initiated amendments to the Decree on the moratorium on inspections.

“A three-year moratorium on inspections, introduced in 2020, has lowered the cash discipline. Unscrupulous entrepreneurs took this initiative as a chance to evade taxes with impunity. In 2020 alone, within the framework of our ’Civil Control - Demand a Check’ project, 16,500 violation reports with video fixation were received by the country’s State Revenue Committee. Also, 7,000 complaints were received, to which the state revenue authorities couldn’t respond due to the moratorium. In this regard, we have initiated amendments to the Decree on the moratorium, in terms of its non-proliferation on inspections on complaints from citizens and unscrupulous subjects,” the minister noted.

“The Anti-Corruption Agency of Kazakhstan and the ‘Adaldyk Alagy’ project office revealed the susceptibility to corruption by employees of State Revenue Committee due to low wages, social insecurity, and high responsibility. This situation leads to an exodus of experienced workers who often apply their acquired knowledge and skills in the private sector. In this regard, it is proposed to introduce class ranks, with a supplement to the base salary and the introduction of a single uniform,” Zhamaubayev added.
