Azerbaijan prepares Internet provider rules

The Azerbaijani Communications and IT Ministry has prepared rules regulating the relations between Internet service providers and end users, Azerbaijani Communications and IT Ministry's Information Society Department head Isbyandiyar Aliyev said.

He said the main aim of preparing the document is to solve the frequent cases of Internet user rights infringement.

The document will come into force after it is registered in the Justice Ministry.

"The document provides for the harmonization and transparency in the relations between a user and a provider," he said. "It will also transfer all the issues between them in the legal plane. A user has the full right to evaluate what kind of access speed he gets from the service provider."

Communications and IT Minister Ali Abbasov earlier said that the Ministry plans to develop a procedure for licensing Internet service providers' activity. It is stipulated by the cases involving violation of Internet users' rights and growing threat to security in virtual
network.

Licensing of providers will improve the quality of their services, Azerbaijani Internet Community Chairman Galib Gurbanov said.

"Today, anyone, willing to buy the minimum equipment, can render Internet services," he said. "The lack of control in this market segment has resulted in appearing many random and untrained providers in the market. They do not have any technical basis, security tools or specialists. The quality of their services leaves much to be desired, not to mention the fact that finally a user is deceived."
