Number of foreigners applying to migratory registration decreased by 5 percent and permission to work was issued by two times less than in January 2008.The deputy minister said that guest workers come to Russia legally only when they are invited by employers. Therefore, law enforcement agencies' key task is to protect labor migrants' rights and take relevant measures against dishonest employers.
