CIS citizens commit 2.8 percent of crimes in Russia: deputy minister

In 2008 number of delinquencies committed by foreign citizens in Russia increased by 7.6 percent - to 53,876 crimes which comprises 3.1 percent of total crimes. The CIS citizens committed 48,801 crimes or 2.8 percent of total crimes, Deputy Russian Interior Minister Mikhail Sukhodolski said at a news conference in Moscow.

Answering Trend correspondent's question in Moscow, the deputy minister faced difficulty to present a concrete statistic on the Azerbaijani citizens, but said that growth of crimes committed by foreigner made up 24 percent. Moreover, 90 percent of this amount was committed by the CIS citizens.

Sukhodolski said that basically, the CIS citizens commit crime against personality and property.

The deputy minister stressed that narcotics is imported to Russia basically via Afghanistan-Central Asia-Russia route.

Generally, number of the registered crimes in Russia decreased by 10.4 percent in 2008 compared to 2007, the deputy minister said.

Answering a question on labor migrants, Sukhodolski said that foreigners came to Russia by 25,000 more that it was. Number of foreigners applying to migratory registration decreased by 5 percent and permission to work was issued by two times less than in January 2008.

The deputy minister said that guest workers come to Russia legally only when they are invited by employers. Therefore, law enforcement agencies' key task is to protect labor migrants' rights and take relevant measures against dishonest employers. "We are interested in these employers that they build luxury houses without working anywhere. Therefore, problems arouse not only on non-paying salaries, but also on tax evasion, deliberate bankruptcy of company which comprises migrants and knavish kidnapping. This fact makes migrants commit illegal actions," Sukhodolski said.
