Formation of a system of power will be topical in Kazakhstan in the nearest ten years, Moscow State University Information and Analytical Center General Director Alexei Vlasov believes.
"The next 10 years in Kazakhstan should focus on creating the same insurance links in the form of system of power," Valsov told Trend in a lobby of an international conference Phenomenon of national leader and modernization process".
The incumbent President of Kazakhstan, Nursultan Nazarbayev, does not have any rival, Vlasov thinks.
Possible replacement of presidential elections in Kazakhstan in 2012 by a referendum, and the president's powers may be extended until 2020 is under discussion in Kazakhstan. The only candidate is the current president Nursultan Nazarbayev, who has gained support of about 90 percent of the citizens. More than three million signatures have already been collected in support of the referendum to extend presidential powers.
"Even if to imagine that the 2012 elections were success, there would not be a real rivalry to the incumbent president, because the existing opposition is not prepared creatively to rival with Nazarbayev," he underscored.
It is not dealt with administrative resource, but the level of quality of people representing the opposition, Vlasov added.
"It will be possible to speak about transfer of state power based on Russia's model in case there is strong system of power. Kazakhstan is a country which lacks a firm bureaucratic carcass," Valsov believes.
According to Valsov, Kazakh administrators and state officials are unformulated stratum, whilst Russia has possessed a firm bureaucratic carcass since the Russian empire.
"Yeltzin left - Putin came, Putn left - Medvedev came, while the system of power remained the same," Vlasov said.
So, a decision on future president, for instance, in the recent Putin-Medvedev tandem, will be made within the political elite and suit both.
The next decade should focus on creating such system of power in Kazakhstan as well, Vlasov believes.
