Interior Ministry, Prosecutor office publish official statement on attempts for rally in Baku

Different radical opposition parties and organizations entering the so-called Public Chamber appealed to the Baku City Executive Power to sanction a rally on Apr. 2, 2011 in front of the Narimanov cinema, according to a joint official statement of the Interior Ministry and Prosecutor General's Office of Azerbaijan.
The appeal was examined and based on Article 7.1 of the Law on Right for assembly, with regard to preserve public interest, to prevent violation of the public order, unrest and crimes and safeguard other people's interests", the Baku authorizes offered to change the route and to rally in a stadium in Bibiheybat settlement of Sabail district. A relevant official notification was granted to applicants.
"Heads of the parties Popular Front of Azerbaijan and Musavat - Ali Kerimli and Isa Gambar - received warning by the Central Police Department and Prosecutors Office that attempts to hold a rally in an unauthorized place will be prevented and they will be made answerable for possible violation of the public order, the official statement said.
The Interior Ministry said ignoring the warning organizers of the rally together with 350 people moving from different directions attempted to penetrate to the Fountain square on Saturday beginning from 14:00 pm. Despite numerous warnings by the police to stop the actions directed at violation of public order representatives of the radical opposition did not follow the demands and committed actions breaking the public security. These illegal actions violated normal functioning of several organizations and establishments nearby the Fountain square, transport, peace, rights and freedom of population.
"Damage was incurred to individuals and companies, as well as 25 police vehicles, 17 shops, window of a bank and one cash vending machine were broken during the cruel and aggressive actions which showed open disrespect to public.
"Repeated calls of the police to cease the illegal acts were ignored and 13 policemen were wounded by use of force," the Interior Ministry said its official statement.
To prevent such actions violating the public order five people suspected of organizing and active participation in the actions were detained. The local police departments and courts took administrative measures with regard to 70 people.
The Baku City Prosecutor's Office filed a lawsuit in accordance with Article 233 (organization of actions directed at violating the public order, as well as active participation in these actions) and Article 315 (use of force or resistance to police) of the Criminal Code of Azerbaijan. An operational investigation group of the police and prosecutor office was established to investigate the case in proper and perfect mode.
