BAKU, Azerbaijan, April 4. President of Azerbaijan Ilham Aliyev has signed a decree on approval of the national action plan to strengthen the anti-corruption fight for 2022-2026, Trend reports.
The decree has been signed in accordance with item 32, article 109 of Azerbaijan’s Constitution in order to further increase transparency in the activities of state structures, prevent cases that create conditions for corruption, and further strengthen the public accountability of state bodies.
Besides, the decree is aimed at improving and digitalizing public services provided by state structures, as well as ensuring the sustainability of anti-corruption measures.
The decree, along with the approval of the national action plan to strengthen the anti-corruption fight for 2022-2026, has also instructed central and local executive authorities, state-owned legal entities, the controlling stake (shares) of which belongs to the state, as well as legal public entities created on behalf of the state to:
submit an annual report on the implementation of the measures provided for in the "National Action Plan to Strengthen the Fight against Corruption for 2022-2026" to the Cabinet of Ministers of Azerbaijan and the Anti-Corruption Commission of Azerbaijan by December 30 of each year;
approve annual work plans for the implementation of the Action Plan and send information about this in the electronic form to the Anti-Corruption Commission of the Republic of Azerbaijan.
Besides, in the decree the president has recommended the Supreme Court, the General Prosecutor's Office, the Judicial-Legal Council, the Commissioner for Human Rights (Ombudsman), the Central Bank and the Accounts Chamber of Azerbaijan, as well as the national associations of municipalities, to ensure the implementation of the activities provided for in the Action Plan.
The decree also reflects the president’s instruction for the Cabinet of Ministers of Azerbaijan and recommendations to the Commission of Azerbaijan for Combating Corruption to regularly analyze the status of work done for the implementation of the Action Plan and inform the president about this.
The Cabinet of Ministers was also instructed to coordinate the implementation of the activities envisioned in the Action Plan and resolve other issues arising from this decree.
The Commission for Combating Corruption was recommended to ensure regular assessment of the implementation of the Action Plan, take measures to involve civil society institutions in this process, and regularly inform the public about the work done in the implementation of the Action Plan.
