An Ukrainian Expert Confident Political Forces Guilty in Crisis Development Should Resolve It

Azerbaijan, Baku/ Trend , corr. A. Gasimova/ Vitaliy Bala, the Director of the Agency for Situations Modelling in Ukraine, considers that the resolution of the present political conflict in Ukraine, should be found in Ukraine itself by those political forces, which are to blame for its launch.

Commenting the developments of the political crisis in Ukraine to Trend by the telephone, Mr. Bala did not rule the presence of any external (foreign) forces as a guarantor that the disputing political forces would fulfill the agreements reached between each other would be possible only after attaining a compromise in the country.

"The way out that would not harm the country and would not divide it by two rival camps might be found only in a political compromise prior to the Ukrainian Constitutional Court make its decision. That was first of all. Secondly, holding the pre-term elections in time will be determined after a package of bills that will authorize and legalize holding such elections, as well as loosen tensions in the society are passed, including improving the Constitution of the Country," considers the expert.

Touching upon holding the pre-term elections, the political analyst considers that it is impossible to hold such elections on May, 27 due to the lack of time (the terms on forming constituencies have been expired), non-financing the Central Election Committee of the Country, and sabotage announced in some regions of the South-Eastern Ukraine). "To date, the Ukrainian President is ready to suspend the holding of his Decree on Dissolution of the Parliament in order to create an atmosphere to pass a number of bills, including regulating holding elections in the country. On the contrary, these elections cannot be acknowledged as a legitimate either in Ukraine or by the international community," stressed the Ukrainian political analyst.

According to him, the situation presently happening in Ukraine resembles the situation - "war and peace simultaneously", which were after the "Cold War" had been ended. "The both disputing parties of the existing political conflict in the country are growing stronger and stronger by means of different statements, orders, calls upon to the people to appear on the Maydan of Nezalijnosti (the Independence Square, where the developments Orange Revolution took place). All these are being done just for one purpose - to show their superiority, and thereby to resolve the issue emerged. Such a position has not brought and will never bring to any result acceptable to the both parties of the present-day conflict," noted the expert.

Mr. Bala is confident that the consideration of the Presidential Decree on Dissolution of the Parliament and holding the pre-term elections in the Ukrainian Constitutional Court will not be the way out of the conflict. It is most likely to aggravate it. "The discredit of the Court as a whole and its Judges separately, particularly, the mater concerns suspensions in corruption of the Judge-Rapporteur on this issue, Susanna Stannik will not bring the full legitimacy to the decision to be made for the entire Ukrainian society. The opposition has stated that it will not recognize "such" Constitutional Court," concluded the Director of the Agency for Situations Modelling in Ukraine.
