Lack of Legal Basis in Azerbaijani Automobile Sector Lead to Violation of International Norms

Azerbaijan, Baku / Trend corr. I.Khalilova / The adoption of the bill on Automobile transport may remove problems in transport sphere in Azerbaijan, stated chairman of the Parliamentary Commission on Economic Policy Ziad Samadzade during plenary session of the Parliament on 18 December.

One of the relevant problems of the automobile transport, according to Samadzade, is lack of legal bill. The activity of auto transport, as well as auto and passenger transportation is regulated by bills passed in 1960s and 1970s. Accordingly, bills do not meet international standards. Lack of legal basis leads to illegal transportation of cargo by natural persons which break freedom of competitiveness and entrepreneurship activity.

The bill envisages a license for passenger and cargo transportation by automobile transport.

The bill on Automobile transport regulates juridical, economic and organized basis of passenger and cargo transportation in automobile transport.

The bill envisages introduction of new standards in the automobile transport.

Today the specific weight of transport sector of GDP amount to 5%.

Development of transport affects on economic development of the country. Increase of the number of automobiles leaded to increase traffic congestion on roads. Use of unsuitable automobiles on roads cause pollution of atmosphere and violates demands of the international convention and agreements.

More than AZN 12mln was invested into the state budget as a result of upgrade of license system in the transport sector in 2007.
