Azerbaijan prepares methodology to assess property

The Azerbaijani State Property Committee has completed construction of the territorial administration in Gabala region within the joint project with the World Bank 'Real Estate Registration'.
It continued construction work in Lankaran and Khachmaz regions, the State Committee said.
The Azerbaijani government and the WB signed an agreement on a unified cadastre of real estate in July 2007. The project consists of four components - registration of real estate, management and register of state property; basic cartography and land cadastre; training, policy and project management. The project cost is $38.57 million. WB loan accounts for $30 million. Credit resources are allocated for a period of 20 years with a grace period of five years.
According to the report, about 72 operations on purchase-sale must be held through national and international tenders to bring consultants and various services to the project. The agreements have been signed. Most work was conducted on 43 of them. Regular active discussions are held with representatives of the World Bank, agencies and a project management team for a permanent control over the project implementation.
It is planned to build new buildings for territorial management and repair of existing ones, preparation of single real estate cadastre and registration systems, digital cadastral maps, the introduction of "on-line"-services in a notary, paper documents into an electronic system and archiving. The planned activities include the assessment / taxation of property, cadastre of real estate and private sector development, preparation of business plan and plan of public awareness.
Digital cadastral maps will cover an area of 40,000 square kilometers. In this regard, a pilot project has been already implemented.
The State Committee operates to prepare the assessment of methodology with the purpose of assessment / property taxation.
Measures are conducted to improve automated real estate management, administrative system and services.
A training center was established under the Service of State Real Estate Register. Seven courses have been already held. Moreover, a center for law and education operates. Its mission is to develop political and legal documents in the field of real estate, proposals for the implementation of reforms and adjustments.
