Azerbaijan has a good economic base for the reforms in social protection and the formation of social policy in the right direction, chairman of the Azerbaijani State Social Protection Fund Salim Muslimov said at the round table on "Social Security: theory and reality, global experience and perspectives" today.
The representatives of the state fund, MPs and academics have attended the discussions.
Deputy chairman of the parliamentary committee on economic policy Vahid Ahmadov said that significant reforms that would be impossible without a financial base have been recently conducted in the field of social protection and provision of pensions in Azerbaijan.
"Around 30-35 percent of the state budget expenditures have been transferred for the social protection for the last six years," he said. Earlier, only 8-12 percent were transferred."
He said that despite the weak development of insurance in the country, the reforms aimed at increasing the insurance part of pensions are being conducted in Azerbaijan.
Chairman of the parliamentary committee on social policy Hadi Rajabli said that another difficulty in carrying out reforms in this area is that the population groups, affected by these reforms, are the most vulnerable groups.
"The budget of the state fund was 1.26 billion manat in 2008," he said. "Its revenues are projected at 2.63 billion manat in 2013. This increase is connected with the success while collecting the premiums for social insurance."
Rajabli's book "Azerbaijani social security system" was presented during the event.
