Kazakhstan proposes applying principle of ‘maximum confidence’ to Customs Union members

The principle of 'maximum confidence' could be applied to bona fide members of the Customs Union, Finance Minister Bolat Zhamishev said on Monday during his speech at the government hour at the Majlis, lower house of Kazakh parliament.

"We need to create a system of control whereby the principle of 'maximum confidence' could be applied to bona fide participants of foreign trade activities exempting them from almost all forms of customs control upon declaring their goods, with the possibility of control after their release," the Minister said.

According to him, when declaring, selective forms of control with the use of a risk management system should be applied to companies that have not confirmed the status of bona fide, as well as to apply all established forms of control.

With this approach, an increase in turnover and proceeds of customs duties and taxes will be provided by the growth of bona fide companies and not by increasing the actual control by the customs authorities," Zhamishev said.

According to the minister, one of the determining directions of development in the customs field is a change of emphasis in customs activities from a fiscal focus to a control and facilitating function.
