The Azerbaijani Cabinet of Ministers considers a draft state program on development of the heat supply system at the residence of the Azeristiliktechizat Joint Stock Company (Heat supply JSC), constituted at the President’ 8 June 2005 decree.
“Only 22% of the buildings in Baku supplied with heat. The number is planned to be increased to 1500 big buildings or 50% of housing. The rehabilitation of the heat network envisages transference to boiler house in the estates (3-4 buildings), restoration of the water reservoir and other infrastructure,” the government said.
There are two schemes on organization of the service such as transformation of existing housing units to small enterprises and organization of the specialized service enterprises.
The $250,000 pilot project, implementing within the program on rendering of technical assistance to the energy sector of Azerbaijan at expense of the USAID, will help in the settlement of the problem. The U.S. PA Consulting has set to the contract.
